Macky Sall Profile

President Macky Sall

former President of the Republic of Senegal
Former Chairperson of the African Union
Candidate for United Nations Secretary-General

A proven leader with extensive experience in governance, mediation, and international diplomacy, committed to reforming multilateralism for a more inclusive and equitable global governance system.

We, the undersigned academics, researchers, intellectuals, and actors of the socio-political and economic world, from Africa and beyond, observe with particular attention the historic juncture through which humanity is passing.

Persistent geopolitical crises, climate emergency, widening economic fractures, food insecurity, a recent global pandemic: not since several decades has multilateralism been confronted with such an accumulation of structural challenges.

In this context, the selection of the next Secretary-General of the United Nations represents a strategic moment of singular importance for the future of global governance.

It is our considered view that the candidacy of President Macky Sall constitutes a credible option grounded in proven experience and animated by a strategic vision in the pursuit of an ambitious and necessary refoundation of multilateralism.

At the helm of Senegal for more than a decade, Macky Sall steered policies of structural transformation, reinforced democratic institutions, and consolidated the stability of a country widely recognized for its republican tradition.

His national stewardship was defined by a commitment to infrastructure modernization, human capital development, and the strengthening of public governance.

This record of state leadership constitutes a decisive asset in a world where the credibility of international leadership rests, above all, upon the solidity of domestic achievements.

In his capacity as Chairperson of the Economic Community of West African States and subsequently of the African Union, he played a central role in managing complex political and security crises.

His approach consistently favored dialogue, consultation, and the pursuit of durable institutional solutions.

Under his impetus, the integration of the African Union into the G20 represented a major diplomatic achievement, affirming the recognition of the African continent as a full-fledged actor in global economic governance.

The COVID-19 pandemic laid bare the fragility of international systems and the depth of structural inequalities.

In this context, Macky Sall championed equitable access to vaccines, coordinated debt suspension for vulnerable nations, and a reinforcement of international solidarity.

Equally, in the face of the consequences of the war in Ukraine upon global food security, he engaged in diplomatic endeavors aimed at preserving the supply of cereals and fertilizers to African countries dependent on imports.

These initiatives reflect a demanding conception of international responsibility.

Beyond crisis management, Macky Sall has distinguished himself through sustained advocacy for the reform of international financial institutions and for a more equitable system of global governance.

On the question of climate, he championed the principle of climate justice, calling for financing adapted to the specific vulnerabilities of the African continent and for a just energy transition.

We hold that twenty-first-century multilateralism must be:

  • more representative of contemporary demographic and economic realities;
  • more attentive to global inequalities;
  • more agile in responding to systemic crises;
  • more resolute in the defense of international law.

The candidacy of Macky Sall is fully consonant with this reformist vision.

At a time when fragmentation threatens the international order, the world requires a leadership capable of restoring confidence, building bridges across continents, and reconciling reform with stability.

We are of the view that this candidacy represents a historic opportunity to reinforce the legitimacy and effectiveness of the United Nations.

Beyond national considerations, it speaks to a contribution toward the refoundation of a multilateral system that is more inclusive, more equitable, and more humane.
